POSITION GOAL

The Administrator, Legal Operations provides strategic and operational leadership for the Office of the General Counsel. This role manages the administrative, financial, governance-support, and operational functions of the Office of General Counsel to ensure efficiency, accountability, and compliance, while allowing attorneys to focus on the delivery of high-quality legal services.

 The Administrator, Legal Operations plays a key role in implementing and administering School Board policies related to legal operations and serves as the primary operational liaison between the Office of the General Counsel, the Board Office, and other District departments. This position performs complex and diversified duties in a specialized area requiring the application of advanced office procedures and techniques confidently and professionally. Job responsibilities require the use of various procedures and applications related to departmental and/or School Board standard practices which requires the making of decisions and use of judgment.  This position does not provide legal advice and does not exercise legal judgment.  All substantive legal advice, interpretation, and strategy remain under the authority of the General Counsel and licensed attorneys.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Administrator, Legal Operations shall carry out performance responsibilities for the Office of General Counsel as listed below. 

Office of General Counsel Operations

  • Direct and oversee the day-to-day administrative operations of the Office of the General Counsel.
  • Develop, implement, and maintain departmental procedures, workflows, and internal controls.
  • Manage matter-intake processes, assignment tracking, and workflow systems in coordination with the General Counsel.
  • Coordinate strategic administrative initiatives and operational planning for the Office of the General Counsel in support of District governance and legal service delivery.
  • Ensure continuity of operations, including cross-training and succession planning for administrative staff. 

Board Policy Implementation & Governance Support

  • Implement, administer, and monitor compliance with School Board policies applicable to the Office of the General Counsel.
  • Coordinate with the School Board Office and Executive Leadership to ensure legal operational processes align with School Board policies, District procedures, timelines, and governance requirements.
  • Serve as the primary operational liaison between the Office of the General Counsel and the School Board Office and other departments on various matters, including scheduling, document routing, records coordination, and process alignment.
  • Support the General Counsel in maintaining consistent, transparent, and policy-aligned operational interfaces with the School Board and District leadership.
  • Support the General Counsel in policy drafting, reviewing, and management. 

Budget, Finance, and Vendor Management 

  • Develop, monitor, and manage the Office of General Counsel’s operating budget in coordination with Finance.
  • Negotiate and track expenditures related to outside counsel, experts, investigators, mediators, and other legal service providers.
  • Coordinate Office of General Counsel processes and workflows in compliance with District purchasing rules and payment approvals.
  • Prepare budget analyses, forecasts, and periodic reports for the General Counsel.

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned bachelor’s degree in business administration, public administration, legal studies, or a related field.
  • Registered Paralegal status under applicable state or professional standards or an equivalent credential demonstrating advanced paralegal or legal operations expertise.
  • A minimum of (five (5) years of progressively responsible experience in legal operations, law firm administration, public-sector administration, or a comparable professional environment.
  • Demonstrated experience in three or more of the following: budgeting, procurement, workflow management, records governance, staff supervision, and policy drafting and implementation.
  • Strong understanding of confidentiality, compliance, and ethical boundaries in a legal or quasi-legal environment.
  • Computer skills as required for the position.

PREFERRED QUALIFICATIONS & EXPERIENCE

  • Experience in a K-12 School District, government agency, or other public-sector legal environment.
  • Paralegal certification combined with an MBA, MPA, JD, or LLM.
  • Experience implementing or managing legal case-management systems.
  • Familiarity with public records laws, retention schedules, School Board governance processes, and government procurement requirements.
  • Bilingual skills. 

SIGNIFICANT CONTACTS-frequency, contact, purpose

Frequently works with School Board Office, executive leadership, attorneys, staff, parents and students, as necessary; interacts with staff and the general public regarding various inquiries.

PHYSICAL REQUIREMENTS

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
