POSITION GOAL

To assist the Director, Budget in the operation of the budget function; to provide the administration with the timely, accurate fiscal plan for effective management of the financial resources of the School District.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Assistant Director, School Budget Support shall carry out the performance responsibilities listed below. 

  • Ensure the District’s capability to administer policies, fiscal/budget requirements, collective bargaining agreements, and personnel administration by assisting management to implement accurate and effective school budgeting processes.
  • Remain current on legal, fiscal, policy, and bargaining unit agreements which affect school budgeting by reviewing federal laws, State statutes and administrative rules, labor contracts, and Board policy.
  • Assist in accurate and effective budget allocations by overseeing the development, planning and preparation of School Budget Funding Allocation and Guidelines.
  • Ensure that accurate and timely budget reports are prepared by consolidating and reviewing annual school budget submissions and preparing budget summaries for Board presentation.
  • Oversee the availability of timely and accurate school budget data by preparing school budget uploads and maintain budget status reports.
  • Refine incoming revenue projections by maintaining analyses on estimated school revenue, appropriations, and fund balances for the general fund, charter schools, and special revenue.
  • Determine school location budget balances by analyzing revenue and expenditure accounts, as required.
  • Ensure that mandated funding requirements are met by determining the distribution of state categorical funding to school locations and assisting the Area Offices with determining school compliance with State/Federal/Local requirements.
  • Ensure that mandated funding requirements are met by working with Area Business Analysts to establish the benchmark and financial requirements to meet State mandates.
  • Ensure that school personnel are adequately trained by developing and conducting inservice workshops on school budgeting processes.
  • Provide budget support assistance to Charter Schools by coordinating and reviewing required financial information, including applications, projections of revenue and disbursements, etc.
  • Provide budget support assistance to Grant Coordinators to establish, monitor, and close grants.
  • Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.
  • Participate in training programs offered to enhance the individual skills and proficiency related to job responsibilities.
  • Review current developments, literature and technical sources of information related to job responsibilities.
  • Ensure adherence to safety rules and procedures.
  • Follow federal and state, as well as School Board policies.
  • Perform other duties as assigned by the immediate supervisor or designee.

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned bachelor’s degree from an accredited institution.
  • Minimum of eight (8) years of progressively more responsible experience and/or training in a field related to the title of the position.
  • Prior experience required in accounting, budgeting, finance, or financial reporting in a supervisory or management position.
  • Requires the ability to prepare comprehensive, easily understood reports as well as the ability to communicate effectively with diverse groups, both orally and in writing.
  • Computer skills as required for the position.

PREFERRED QUALIFICATIONS & EXPERIENCE

  • Prior experience in budgeting.
  • Bilingual skills preferred.

SIGNIFICANT CONTACTS-frequency, contact, purpose

Frequently works with School/Area personnel; Associate, Assistant, and Deputy Superintendents; State Department of Education, and professional support groups and community to ensure that District budgeting for schools meets fiscal, legal and policy requirements and labor contract agreements.

PHYSICAL REQUIREMENTS

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
