POSITION GOAL

To perform assigned functions of a routine nature, working under immediate supervision. Under specific direction, to assist in preparing operating budgets for units or departments based on actual performance, previous budget figures, estimated revenue, expense reports and other factors. To review expenditures to ensure conformance to budgetary limitations and maintain records of expenses and budget balances. To maintain records of actual operating figures for comparison with estimated budget. To assist in installation of budgetary control systems.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Budget Analyst I shall carry out the performance responsibilities listed below:

  • Assist the senior Budget Analyst in the projection, planning and preparation of budgeting concepts for the annual district budget.
  • Assist by studying federal laws, statutes, administrative rules, labor contracts, Board policies, GAAFR and accreditation standards of SACS for all cost centers.
  • Assist by reviewing and consolidating annual budget submissions for Board presentation.
  • Assist by preparing general fund budget amendments for cost centers, including summaries for Board agenda items.
  • Assist in the analysis on estimated revenue, appropriations and fund balances for the general fund, debt service and special revenue funds.
  • Assist in the generation of FTE reports in conjunction with the Florida Education Finance Program.
  • Assist in the analysis of cost center revenue and expenditure accounts as required.
  • Assist in the preparation of computer input entries and maintain budget status reports.
  • Assist in the computation and evaluation of the impact of the Salary Differential on individual cost centers and overall fund balances.
  • Assist in the determination of the disbursement of state categorical funding to individual cost centers.
  • Assist in conducting in-service workshops on budgeting processes.
  • Assist by monitoring actual expenditures vs. budget allocations in order to help prevent deficit balances.
  • Assist Budget Analyst V by developing new budgetary reporting systems with Education Technology Services.
  • Serve as Budget Office contact on routine matters for respective costs centers and area business analysts.
  • Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.
  • Participate in training programs offered to enhance the individual skills and proficiency related to job responsibilities.
  • Review current developments, literature and technical sources of information related to job responsibilities.
  • Ensure adherence to safety rules and procedures.
  • Follow federal and state, as well as School Board policies.
  • Perform other duties as assigned by the immediate supervisor or designee.
 

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned associate's degree from an accredited institution.
  • A minimum of two (2) years experience and/or training in the field related to the title of the position.
  • Computer skills as required for the position.
  • PREFERRED QUALIFICATIONS & EXPERIENCE

    • An earned bachelor's degree from an accredited institution.
    • No minimum years of experience required.
    • Preferred degree majors include accounting or field related to the title of the position.
    • Prefer work experience in finance, accounting or budgeting.
    • Bilingual skills preferred.
     

    PHYSICAL REQUIREMENTS

    Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.

     

    TERMS OF EMPLOYMENT

    Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
