POSITION GOAL
To ensure compliance with regulatory standards and policies governing the safeguarding of District assets and finances.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
The Director, Audits shall carry out the essential performance responsibilities listed below:
- Supervise staff as assigned in the performance of job duties.
- Serve in place of the Chief Auditor in his or her absence at School Board, advisory committee, or management meetings.
- Conduct the District-wide Internal Audit Risk Assessment and monitor adherence to the Audit Plan.
- Plan, organize, and direct auditing activities as assigned by the Chief Auditor.
- Implement the Quality Control Program for the Office of the Chief Auditor.
- Develop in-house training programs designed to enhance the skills and proficiency of staff assigned to the Office of the Chief Auditor.
- Implement the Master Follow-Up Program for the Office of the Chief Auditor.
- Respond to inquiries from directors, cadre directors, principals, and various administrative personnel in the correction of deficiencies disclosed by the audits.
- Act as a liaison between the Office of the Chief Auditor, cadre directors and principals to ensure appropriate corrective action(s) is/are taken at the schools to correct the deficiencies noted in the audits.
- Direct the work of professional and support staff engaged in the examination of the financial records and documents for compliance with established policies and procedures and the examination of reporting and procedural systems, financial and otherwise, to ensure conformity with generally accepted accounting principles, administrative policies, State laws, and School Board directives.
- Assign audit projects to staff, setting forth overall procedures, examination criteria and objectives to be accomplished.
- Review reports of individual auditors.
- Review work papers, proposed findings, and financial statements submitted by the staff auditors and makes revisions as necessary before preparing audit reports for submission to the Chief Auditor.
- Interpret statutory requirements for management and Board rules which pertain to accounting and operational occurrences. • Ensure training, education, mentoring, and development of subordinates.
- Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.
- Participate in training programs offered to enhance the individual skills and proficiency related to the job responsibilities.
- Review current developments, literature and technical sources of information related to job responsibilities.
- Ensure adherence to safety rules and procedures.
- Follow federal and state laws, as well as School Board policies.
- Perform other duties as assigned by the immediate supervisor, or designee.
MINIMUM QUALIFICATIONS & EXPERIENCE
• An earned bachelor’s degree in business administration, accounting, finance or related field from an accredited institution.
• A minimum of eight (8) years of experience, within the last twelve (12) years, as an internal auditor, external auditor, or regulator to include a minimum of three (3) years in a management capacity.
• Effective, verbal and written communication skills.
• Effective interpersonal, analytical and problem-solving skills.
• Computer skills as required for the position.
PREFERRED QUALIFICATIONS & EXPERIENCE
- An earned master’s degree in business administration, accounting, finance or related field from an accredited institution.
- A current Certified Public Accountant, Certified Internal Auditor, or Certified Information Systems Auditor license.
- Prior experience with a school district.
- Prior experience with a governmental entity
SIGNIFICANT CONTACTS-frequency, contact, purpose
Participate in the presentation of reports, and recommendations to senior management including the Superintendent, School Board, Audit Committee, Area Superintendents, Directors, and School Principals to communicate findings from audits
PHYSICAL REQUIREMENTS
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
