POSITION GOAL: Work collaboratively with payroll contacts to ensure payroll data is processed in a timely manner and troubleshoot payroll issues and errors to ensure employees are compensated accurately.

 

ESSENTIAL PERFORMANCE RESPONSIBILITIES: The Specialist, Payroll (Payroll Department) shall carry out the essential performance responsibilities listed below: • Receive payroll documents from schools and departments and verify accuracy of the documents and compliance with applicable policies. • Review action and leaves reports to ensure locations and District departments are processing employee change actions in a timely manner. • Review, research and analyze overpayments and payroll errors and coordinate and set-up repayments. • Research retroactive payments for accuracy. • Analyze, balance and process final payments for separated employees. • Process and monitor sick transfers and donations. • Assist employees with W-4 and W-2 tax forms questions. • Troubleshoot all direct deposit errors resulting from closed or inaccurate account numbers. • Process summer absences and adjust accrual buckets for summer programs. • Research and process off-cycle payments. • Review and process final retiree payments including accruals buckets. • Research and process hardships requests pertaining to the Year Round Pay program. • Ensure that all data necessary for payroll check runs are prepared in a timely manner to comply with established payroll schedules. • Investigate, trace, and prepare documents to facilitate the accurate disbursement of payments (retroactive payments, settlements, etc.) other than ordinary payroll disbursements. • Prepare documents for clarification of questionable payroll items (various leave balances, dollar balances, etc.) • Respond to questions from schools and departments in reference to payroll procedures and payments. • Prepare earnings reports for external agencies such as the Bureau of Workmen's Compensation, Social Security Administration, independent insurance companies, etc. • Interact effectively with the general public, staff members, students, teachers, parents, and administrators, using tact and good judgment • Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida. • Participate in training programs offered to enhance the individual skills and proficiency related to the job responsibilities. • Review current developments, literature and technical sources of information related to job responsibilities. • Ensure adherence to safety rules and procedures. • Follow federal and state laws, as well as School Board policies and State Board rules. • Perform other duties as assigned by the immediate supervisor, or designee. MINIMUM QUALIFICATIONS & EXPERIENCE • A standard high school diploma or satisfactory completion of an approved General Educational Development (GED) Testing Program. • A minimum of three (3) years, with the last five (5) years of experience in payroll/accounting job responsibilities. • Ability to process payroll related documents in a timely, accurate and thorough manner and prepare reports from the data accumulated from the records. • Good analytical and communications skills. • Strong attention to detail and organizational skills. • Requires the use of judgment in making minor decisions. • Computer skills as required for the position.

 

PREFERRED QUALIFICATIONS & EXPERIENCE: • Bilingual skills. SIGNIFICANT CONTACTS – frequency, contact, purpose, and desired end result: Works collaboratively with personnel throughout the Payroll Department, District and School Staff to accurately, process payrolls and troubleshoot payroll related inquiries.

 

PHYSICAL REQUIREMENTS: Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

 

TERMS OF EMPLOYMENT: Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.

 

EVALUATION: Performance will be evaluated in accordance with Board policy.
