POSITION GOAL:

To provide leadership in the development, implementation and coordination of the District's Early Head Start Program and assist with the implementation of the Head Start Program.

 

ESSENTIAL PERFORMANCE RESPONSIBILITIES:

The Specialist, Head Start/Early Head Start shall carry out the performance responsibilities listed below.

• Assist the Coordinator, Head Start by planning, coordinating and directing program activities and services related to the Head Start/Early Head Start Program in adherence to all federal statutes, regulations, transmittal notices and memoranda.

• At the request of the Coordinator, Head Start, develop and deliver written and oral reports on program activities including requirements for the Department of Health and Human Services, Administration for Children, Youth and Families.

• Develop, coordinate and implement the Early Head Start program plan and procedures, delegating tasks to appropriate staff and ensuring efficient program operations.

• Assist the Coordinator, Head Start by developing, implementing, and monitoring the budget including expenditures, amendments and inventory control for the Head Start/Early Head Start Program; submit annual budgets to the Head Start Policy Council, The School Board of Broward County, Florida and funding sources for approval.

• Assist the Coordinator, Head Start by developing, implementing and maintaining an ongoing monitoring system to ensure quality control, including program contracts, fiscal accountability and cost effectiveness.

• Coordinate and collaborate with public, non-profit and private providers of preschool programs and services by reviewing community needs assessments, addressing needs and participating on boards, committees and in community advocacy activities.

• Participate in the development and implementation of staff/parent career development training opportunities in coordination with Talent Development Department.

• Assist in the development and identification of relevant research in cooperation with the Department of Research & Evaluation.

• Ensure Early Head Start parent representation and participation on the Early Head Start Policy Council.

• Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.

• Participate in training programs offered to enhance the individual skills and proficiency related to job responsibilities.

• Review current developments, literature and technical sources of information related to job responsibilities.

• Ensure adherence to safety rules and procedures.

• Follow federal and state, as well as School Board policies.

• Perform other duties as assigned by the immediate supervisor or designee.

 

MINIMUM QUALIFICATIONS & EXPERIENCE:

• An earned master's degree from an accredited institution.

• Minimum of five (5) years of experience and/or training in the field related to the title of the position.

• Florida certification required in one of the following areas: Early Childhood, Primary, Preschool Education, PreK/Primary, Preschool Handicapped, School Psychology, Social Worker or related field.

• Demonstrated leadership experience in programs serving children 0-5.

• Computer skills are required for the position. Specialist, Head Start/Early Head Start (cont.)

PREFERRED QUALIFICATIONS & EXPERIENCE:

• Bilingual skills. SIGNIFICANT CONTACTS – frequency, contact, purpose, and desired end result: Coordinate and collaborate with public, non-profit and private providers of preschool programs and services by participating on boards, committees and in community advocacy activities.

PHYSICAL REQUIREMENTS: Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.

TERMS OF EMPLOYMENT: Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
