POSITION GOAL
Provides strategic leadership and oversight of the District’s Emergency Management program to ensure preparedness, mitigation, response, and recovery across all hazards. Collaborates with emergency response partners to improve the Emergency Management program, particularly with school officials, Broward County Emergency Management, and the Federal Emergency Management Agency (FEMA). Directs and supervises Emergency Management staff and Area Security Managers responsible for school safety compliance inspections aligned with state law and Florida Department of Education requirements.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
The Manager, Emergency Management shall carry out the essential performance responsibilities listed below:
- Supervise and provide clear direction to all staff as assigned.
- Direct, supervise, and evaluate Emergency Management staff and Area Security Managers, ensuring alignment with District priorities and regulatory requirements.
- Develop, implement, and continuously improve emergency management policies, procedures, and plans to ensure compliance with applicable laws and best practices.
- Oversee and ensure the effective execution of school safety compliance inspections conducted by Area Security Managers.
- Utilize data, after-action reports, and performance metrics to inform decision-making and continuous improvement.
- Establish and oversee standardized processes for dissemination and training of emergency management procedures.
- Lead development and delivery of enterprise-wide training programs aligned to the District’s Standard Response Protocol.
- Coordinate with internal departments and external agencies to strengthen emergency preparedness and response capabilities.
- Work with our Physical Plant Operations (PPO) department to ensure our District facilities designated as hurricane shelters are fully operational during hurricane season (June 1st – November 30th) and have functional capabilities during shelter activation, identification of potential hazards, and recommend corrective or preventive measures as indicated in accordance with State Requirements for Educational Facilities (SREF).
- Inspect emergency preparedness equipment and supplies to ensure the swift availability of resources during an emergency.
- Coordinate and support the District’s crisis management and incident response teams during any emergency.
- Collaborate with District staff and third parties to prepare and analyze damage assessments following any emergency event and assist with the coordination of all recovery efforts necessary following such an event.

MINIMUM QUALIFICATIONS & EXPERIENCE
- An earned bachelor’s degree from an accredited institution.
- A minimum of five (5) years of demonstrated experience and training, within the last ten (10) years, in the emergency management field.
- Must have completed FEMA Incident Command System courses 100, 200,300, 400 and National Incident Management System 700 and 800 courses within six (6) months of employment.
- Possess and maintain a valid Florida driver’s license.
- Must be willing to be held over to called back, work nights, weekends, and holidays during an emergency.
PREFERRED QUALIFICATIONS & EXPERIENCE
- An earned master’s degree in fire science, emergency management, public administration or related field from an accredited institution.
- Eight (8) years of demonstrated experience and training, within the last thirteen (13) years, in the field related to the title of the position.
- Possess one of the following certifications: Certified Emergency Manager (CEM), Florida Associate or Professional Emergency Manager (FAEM/FPEM), Master Experience Practitioner (MEP).
- Experience in emergency preparedness and management in a public-school environment.
- Bilingual skills.
SIGNIFICANT CONTACTS-frequency, contact, purpose
Frequent interaction with department team, school and District staff to develop, implement and maintain a comprehensive emergency management program to prepare for and direct the actions of the District in the event of an emergency.
SPECIAL REQUIREMENTS
The incumbent shall be subject to specialized training, background reviews, and confidentiality and compliance requirements as outlined by the Chief Safety & Security Officer and other agency user agreements to fulfill the duties of the position. The incumbent is “essential personnel” subject to being held over or called back to a District work location or alternate site at all times. The incumbent may be assigned to the other operational support venues as deemed necessary by department leadership. The position shall be exposed to confidential, restricted, and highly sensitive information requiring the utmost discretion and compliance with all administrative rules, directives, policies, procedures, regulations, and statutes governing its distribution. The position requires compliance with all District policies, regulations, and statutes relating to privacy, including the Family Educational Rights and Privacy Act (FERPA).
PHYSICAL REQUIREMENTS
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.

Annual Salary Range: $76,639.00 - $137,889.00
Hourly Rate - $41.88 - $75.35 per hour
