POSITION GOAL

The goal of the Senior Plans Examiner/Inspector for Fire Safety is to enhance safety by implementing fire safety measures that comply with local, state, and federal standards. This role is responsible for the enforcement of the Florida Building Code and Florida Fire Prevention Code through diligent plan review, permitting, and inspections of district projects. The position supports the Chief Fire Official in ensuring all fire safety regulations are consistently met across the district.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Senior Plans Examiner/Inspector – Fire Safety shall carry out the performance responsibilities listed below:

• Train and supervise staff assigned to the Office of the Chief Fire Official.

• Perform plan reviews and inspections verifying compliance with the Florida Building Codes and the contract documents.

• Inspect contractor's work and review construction documents to ensure compliance with contract documents, approved shop drawings, State Board of Education rules, all applicable codes, standards, and approved practices for quality control.

• Prepare inspection reports utilizing written materials, photographs, video, and other media to document contractor compliance with contract requirements and applicable codes and standards. • Monitor all Fire code related testing performed in the field.

• Observe inspections provided by municipal and other jurisdictional authorities relative to work in right-of-ways, off-site, or other project specific requirements.

• Monitor project progress in relation to construction schedule and immediately report any setbacks, performance concerns, provide reinspection and report out on the contractor’s correction of defective work.

• Conduct field inspections to verify the maintenance of as-built drawings and verify variations in the work from the latest drawings and specifications.

• When requested, attend, and participate in field meetings with project consultant, contractor, and Facilities Department personnel.

• Assist in the development of departmental inspection checklists, protocols, guidelines, and procedures.

• Participate, when requested, in the District's formal review of construction drawings, specifications, and other project documentation.

• Assist in the inspection and evaluation of candidate properties facilities being considered for District purchase/use.

• Provide occupancy inspections and certifications as required by the State Requirements for Educational Facilities.

• Assist in solving field problems through recommendation and coordination with the Project Management team.

• Assist, when requested, in monthly requisition meetings and verify amount of work completed for conformance to contractors' requests for payment.

• Assist in inspections and preparation of "Punch Lists" at substantial completion, final completion, and one-year guarantee periods.

• Assist in the preparation of Performance Evaluation Reports.

• Attend Department or District-related meetings during the day and evenings as required.

• Provide necessary information for any pending litigations.

MINIMUM QUALIFICATIONS & EXPERIENCE

• An earned associate degree from an accredited institution.
• Must have a minimum of ten (10) years of experience in the field or trade related to the title of the position.
• Must have at minimum of two (2) years in a supervisory capacity in the field or trade related to the position.
• Must hold a current Standard Certificate as a Florida Fire Safety Inspector and Fire Safety Plans Examiner issued by the State of Florida, Department of Financial Services, Division of State Fire Marshal, as per FS 633.
• Knowledge of the State Board of Education Rules and Standards, State Requirements for Educational Facilities (SREF) and procedures pertaining to construction of educational, or other large public and commercial facilities.
• Required experience in the completion of plan reviews and inspections.
• Experience in the understanding and interpretation of contract documents, codes, and regulations.
• Effective verbal and written communication skills.
• Computer skills as required for the position.

PREFERRED QUALIFICATIONS & EXPERIENCE

  • Degree majors in Architecture or Engineering.
  • State of Florida General Contractor's License.
  • Experience understanding and interpreting School Board Policies.
  • Bilingual skills.

SIGNIFICANT CONTACTS-frequency, contact, purpose

Works with the Chief Fire Official, Assistant Chief Fire Official, District leadership at all levels, parent, school, and community groups to support and create a positive and safe school environment. Frequently communicates with Area Directors, Principals, internal Facilities and Construction and Maintenance Operations staff as well as external consulting firms and materials manufacturers to ensure effective construction plans and/or building inspections by eliminating code and construction deficiencies to produce safe, cost-effective projects completed in a timely manner.

PHYSICAL REQUIREMENTS

Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
